This action is not possible in MX, but it is in a MX+ transaction.

Data is uploaded and all mandatory fields are completed.

Administrators are notified via email and must then either approve or reject the transaction.

if rejected, the data is not delivered to the recipient(s) and will be deleted.

If approved, MX email notifications go out and the recipient users can see and download data.
